In Stage 1, there are 14 core set of objectives a hospital has to meet and 5 of the 10 menu set objectives to be chosen by the hospital, for a total of 19 objectives. CMS is providing a level of flexibility for hospitals to be able to comply with Stage 1 and continue to prepare for Stage 2 with the expectation that all 24 clinical objectives will need to be met beginning in 2013. In addition, they have identified 15 quality measures that will need to be met.
